1. BUILDING COMMISSIONING SERVICES

1.1. What is Building Commissioning? Commissioning is a systematic process of ensuring that all building systems perform interactively according to the contract documents, the design intent and the owner’s operational needs. This is achieved ideally by beginning in the pre-design phase with design intent development and documentation, and continuing through design, construction and the warranty period with actual verification through review, testing and documentation of performance. The commissioning process integrates and enhances the traditionally separate functions of design peer review, equipment startup, control system calibration, testing, adjusting and balancing, equipment documentation and facility staff training and adds the activities of documented functional testing and verification.
1.2. Building Commissioning Guidelines Building commissioning typically involves four distinct “phases” in which specific tasks are performed by the various team members throughout the construction process. The four phases are pre-design, design, construction, and warranty. As part of the construction phase, commissioning involves functional testing to determine how well mechanical and electrical systems meet the operational goals established during the design process. Although commissioning can begin during the construction phase, owners receive the most cost-effective benefits when the process begins during the pre-design phase at the time the project team is assembled. A properly commissioned facility can result in fewer change orders during the construction process, fewer call-backs, long-term tenant satisfaction, lower energy bills, avoided equipment replacement costs, and an improved profit margin for building owners once the building is occupied. Commissioning also assures that the building’s operational staff is properly trained and that the operations and maintenance manuals are compiled correctly at project turn-over.


1.3. The Commissioning Stage 1.3.1. Stage 1: Preparation Will be mainly handled by the Client Cx Team. After being selected, T&C company Cx will review; • with the client and the project manager the outline project budget for the T&C Works. • the outline scope of Works for the commissioning process. 1.3.2. Stage 2: Design All design drawings and documents in relation to the project should be reviewed by T&C company Cx Team in order to verify that the design includes HSH design standards and complies with all relevant codes and regulations. T&C company shall also verify that the design allows all tests and surveys to be performed for Test and Commissioning 1.3.3. Stage 3: Pre-Construction Field inspection verification test forms shall be prepared by T&C Company Cx team. The test forms shall be filled in by contractors Cx team under supervision of T&C company Cx team. For that purpose, T&C Company Cx team (authorized engineers) shall visit the site on monthly basis and manage the process and report to the client Cx team. 1.3.4. Stage 4: Construction Operational test forms shall be prepared by T&C Company Cx team. All tests shall be done by contractors Cx team. T&C company authorized engineers shall accompany and control the process for each equipment / system on a full time manner. T&C company Cx team shall manage the issue log document and report to the client Cx team. 1.3.5. Stage 5: Commissioning of Engineering Services Functional performance test forms shall be prepared by T&C Company Cx team. All tests shall be done by contractors Cx team. T&C company authorized engineers shall accompany and control the process for each equipment / system on a full time manner. T&C company Cx team shall manage the issue log document and advise the remedial actions and report to the client. Interim commissioning report (subject to post-seasonal checks) shall be prepapred by the T&C company Cx team. 1.3.6. Stage 6: Pre-handover Contractors Cx team shall prepare and submit the O&M documents, training documents and records, as built projects, commissioning documents to the client. T&C Company Cx team shall control and review the O&M documents, training documents and records, as built projects, commissioning documents. T&C company Cx team also follows the training program and activities planned by the contractor Cx team and records the activities. 1.3.7. Stage 7: Initial Occupation Client Cx team shall carry out a survey logging occupant feedback and help new occupants. T&C company Cx team shall advice for fine tuning the building systems and controls to satisfy the actual building load 1.3.8. Stage 8: Post – Occupancy Aftercare After the initial occupation, the contractor Cx team shall perform the performance tests which could not be performed because of the seasonal reasons and lack of internal load. Those performance tests shall be accompanied, supervised and documented by T&C Company Cx team. Those testing activities shall be performed in two different months. After the post commissioning session, T&C company Cx team shall review post-occupancy, seasonal performance test results and all the necessary fine tuning activities shall be achieved. Final commissioning report shall be prepared by the T&C company Cx team. All Cx teams shall attend lessons learned meetings/workshops and T&C company Cx team shall prepare lessons learned report
